– For all of these vilayets that I checked, there is either no consistent capitalization or the lowercase predominates. For example, see the ngrams for Mosul vilayet, Van vilayet, Aleppo vilayet, Bitlis vilayet, Salonica vilayet, or Adana vilayet. Per MOS:CAPS/WP:NCCAPS, the article title should only be capitalized if it is consistently capitalized in reliable sources. This proposed move only affects the capitalization.
